NBDE part 1 is an examination to get into universities in USA for DDS. NBDE Part – I consists of a total of 400 questions which are divided as follows:

You need to clear both, but after completing NBDE part 1 you can apply for Universities and you will be getting time for clearing Part 2 after joining university as well, but i suggest clearing both and then proceeding
