You can practice in Minnesota which has allowed Dentist without clearing any Exams in the USA by accepting degrees from Non-Accredited International dental schools. Here you will be evaluated and will be granted permission to practice in the state itself under a Minnesota Licensed Dentist for three years.

Without clearing the Exams and a DDS degree you will not be allowed to practice in USA. With a master’s degree you might be able to clear the exam and practice in limited number of states under someone but not on your own.
